Insofar as PHP vs. Java app engines is concerned, the real key is design. If you design it badly, it will suck. If you design it well it won't suck. Which code base is better for what task is determined by the task at hand. What seems to be the most palatable design to date for the types of applications BOTH PHP and Java support is the Model View Controller model. You know.... separate business logic from presentation logic from DB logic and let each tire do the thing for which it was designed. You might liken this approach to using a hammer for nails, as wedge to split, saw to cut and a drill to make uniform holes.
