SVG is a fine technology. It's just not particularly relevant to the topic at hand. :-)
The article is concerned with application level APIs for handling 2D graphics on the Macintosh. While SVG does address 2D graphics and presents a drawing model very similar to Quartz 2D's, it is not an API.
The similarities between SVG and the capabilities of Quartz may not be surprising given Apple's involvement in the community that developed the SVG spec. In spite of Apple's involvement, however, there is no native support for SVG in Mac OS X (at least, none that I'm aware of).
