In my article, I mentioned the ITU abd wrote that "There is little to show for all this yet." I was referring here only to the WSIS work mentioned in the following paragraph. It should be mentioned that the ITU has invested years of work on protocols found everywhere in VoIP, notably H.323 (a major set of control protocols predating SIP and the IAX commonly used in Asterisk). The ITU also coordinates spectrum allocation worldwide, so that equipment can work in different countries.
