I am sorry to hear that you have had difficulties purchasing Skype Out minutes... I indeed heard about such difficulties but did not encountered them myself during my testing and was able to enter a credit card number in the online form. When I checked the forums to write this article, the situation seemed solved for most users but maybe it was just a temporary situation.
