That is entirely true! I mentioned CCC in that article as it is only needed to back up and restore a Panther partition, from a system that is booted from Panther. In my experience, CCC can at times be more efficient and reliable when cloning partitions than Disk Utility in this specific context.
Nevertheless, as you very rightly point out, Disk Utility now provides similar features in Tiger. :^) (Even though CCC and DU will both probably appeal to a different audience when both are Tiger-compatible)
