On IIS, use something like Pipeboost (www.pipeboost.com), and in Apache, use Mod_gzip.
Basically, the idea is to pre-compress your HTML and send it packed over the wire, and the browser then uncompresses it. All modern browsers support this.
Just go to www.slashdot.org to see how much snappier it is than regular sites.
The added bonus is that you get higher utilization out of your existing network!
