I don't understand the need for the fat32 partition. My notebook (Dell Latitude) has been dual booting Ubuntu (since 5.0) and I have always been able to share data with the NTFS partition (Windows C:). It currently mounts as /media/hda2 on my box and as you noted requires root permission for access. I have always regarded fat32 as somewhat unstable.
