In Firefox 2.0, the history mechanism works as a frame based history, going back and forth within the frame. It doesn't work at all in IE within a frame - it does weird things to the display.
Are there any thoughts on making this work for frames, and of having methods to add/remove from the overall frameset URL, as well as the child frame URL? That would be really powerful for improving frames usage as you could then have a local history contained within a bigger overall history, and have a way to bookmark the current state of all your frames by changing the top level URL. I agree that people are getting away from using frames, but I think that is because they don't work all that well as currently designed with the history button problems etc, but in terms of design, they are really quite nice to use.
