Partial Payers
Refund a buyers payment when it is not "in full" to prevent disputes.

From time to time a buyer will send payment for an item via Paypal, but neglect to include shipping. The smart thing to do is to refund the payment and email the buyer innediately with the corrected total. This prevents the possibility of dispute with the buyer who might claim that they paid and you didn't ship the item. This develops trust and is easier for the buyer to understand than for you to hold their payment without shipping the item. (It will also reduce your Paypal fees but that alone is a poor reason to do it.)
