The Free Software Foundation ( has released a draft version of GNU General Public License v3. Of note, Everyone is permitted to copy and distribute verbatim copies of this license document, but changing it is not allowed. See A bit of background, "In fifteen years of use, version 2 of the GNU General Public License has succeeded beyond our expectations. It has nurtured a spirit of cooperation and trust that has enabled a worldwide community of user/developers to release an extraordinary range of free software." An extensive rationale behind the proposed changes has also been offered. Note: Free software is a matter of the users' freedom to run, copy, distribute, study, change and improve the software.
